Uganda Heart Institute Infrastructure Development Project (UHIP)

A new state-of-the-art cardiac hospital is being built in Naguru to provide specialized heart care, research, and
training. The 10-level facility will feature 250 beds and advanced medical services, with USD 73 million in
funding and a two-year completion timeline.

PROJECT OVERVIEW

The project involves the construction and equipping of the Uganda Heart Institute (UHI) Hospital in Naguru on a 10-acre site. The hospital complex will consist of:

  • A 10-level structure housing a Clinical Block, Administrative Block, and an Accommodation Block for medical staff.
  • State-of-the-art medical facilities, including:
    • 3 Operating Theatres
    • 2 Catheterization Labs
    • Outpatient Department (OPD)
    • General Wards for adult males, females, and children
    • Consultation Rooms
    • Imaging Services and Advanced Laboratories
    • Emergency Unit and Physiotherapy Unit
    • Training and Research Facilities
    • Kitchen, Central Sterilization and Services Department (CSSD), and
      Laundry
    • Farewell Home, VVIP & VIP Units
  • The hospital will have 250 beds, including 40 Intensive Care Unit (ICU) beds.

PROJECT OBJECTIVES

  1. Provide affordable and accessible cardiovascular treatment and care for all Ugandans.
  2. Improve specialized teaching, training, and research in cardiology.
  3. Strengthen preventive and early intervention measures for cardiovascular diseases (CVDs).
  4. Raise awareness on the magnitude and management of CVDs in Uganda and the region.
  5. Reduce overseas referrals, thereby saving foreign exchange reserves.
  6. Promote medical tourism in Uganda.

PROJECT FUNDING

The Government of Uganda (GoU) secured a total of USD 73 million for the project through
loan agreements with development partners as follows:

  • OPEC Fund – USD 20 million
  • BADEA – USD 20 million
  • SFD – USD 30 million
  • GoU Contribution – USD 3 million

KEY IMPLEMENTATION STAKEHOLDERS

  • Ministry of Finance, Planning and Economic Development (MoFPED) – Borrower
  • Uganda Heart Institute (UHI) – Implementing Agency, supported by the Project Implementation Unit (PIU)
  • Project Consultants – Oversee project design and execution
  • The Arab Contractors (Osman Ahmed Osman & Co.) – Contracted for construction

PROJECT IMPLEMENTATION

  • The Civil Works Contract was signed on 9th December 2024 between the Government of Uganda (UHI) and The Arab Contractors.
  • The contractor took possession of the site on 6th January 2025 and commenced
    construction.
  • The project is expected to be completed within two years.
